Pengatur Perjalanan Kereta Api (PPKA) adalah petugas yang mengatur perjalanan kereta api dalam suatu wilayah kerja tertentu. Untuk menduduki jabatan sebagai seorang PPKA harus yang memenuhi persyaratan kualifikasi tentang tatacara pengaturan perjalanan kereta api. Kegiatan pengaturan perjalanan kereta api meliputi : 1. Penyusunan garis besar perjalanan kereta api, merupakan penyusunan garis besar rencana operasi kereta api tentang jenis, jumlah, jadwal, dan rangkaian kereta api yang akan dijalankan di lintas yang bersangkutan sesuai dengan kebutuhan angkutan; 2. Pembuatan rencana perjalanan kereta api; 3. Pembuatan grafik perjalanan kereta api (gapeka); 4. Perubahan, penambahan dan/atau pengurangan perjalanan kereta api pada gapeka, gapeka ditinjau kembali dengan ketentuan: a. keterlambatan kereta api rata-rata melebihi toleransi yang ditetapkan; b. tidak ada kesesuaian antara gapeka dengan kebutuhan; c. perubahan kondisi prasarana, sarana dan sumber daya manusia.; 5. Penentuan kereta api yang jalan; 6. Pembatalan dan pengumuman perjalanan kereta api. Tugas seseorang PPKA adalah menjaga agar pengaturan tersebut di atas dapat dijalankan sesuai dengan ketentuan yang ditetapkan.
